The third volume of the international scientific and practical journal “Law and Digital Economy” was published in 2021.

The first article of the volume is “Assessment of the effectiveness of budget control in the digital economy” L.V. Chkhutiashvili. The author notes that today the high level of corruption, which weakens the economic security of the country, necessitates determining the boundaries of state financial control, the place of municipal financial control, strengthening control over the use of public resources, implementing anti-corruption plans, anti-crisis measures, innovative development of the economy and social protection of the population. According to the author, the creation of an effective system of financial and budgetary control on a unified theoretical basis, using unified standards will make it possible to use budget funds more efficiently, will serve to ensure the balance of the budgetary system of the Russian Federation, as well as state security and the development of the country’s digital economy.

Article by O.N. Ermolova and Kavelina N.Yu. is devoted to the problems of introducing marking of goods by means of identification. The article provides normative acts that consolidate the main legal definitions of phenomena and processes that form a mechanism for marking goods with identification means. The authors thoroughly analyze the problem of entrepreneurs’ unpreparedness for the introduction of labeling and the associated discrepancy between the pace of introduction of mandatory labeling and business opportunities. The work used numerous survey, statistical, and other materials that clearly demonstrate the severity of the problems at both the regional and federal levels. Separate proposals are made to change the approaches to the introduction of digital marking, contributing to a more consistent course of this process.

The topic of the article by N.P. Voronina became the legal support for the digitalization of agriculture. The author notes that agricultural production is a high-risk economic activity, the digitalization of which has significant features. Currently, there are two main problems in the field of agrarian digitalization in Russia: a lack of qualified personnel and foreign technologies. The departmental project “Digital Agriculture” is aimed at overcoming them. Without proper legal support, the implementation of this project is impossible.
The object of the research is public relations in the digitalization of agriculture. The subject of the research is strategic planning documents and regulations governing the development of agriculture and rural areas. The practical significance of the study lies in the author’s proposals for improving the legal framework for the digitalization of agriculture.

An innovative topic for his research was proposed by B.A. Shakhnazarov. His article “Suppression of unfair competition, unfair advertising and protection of exclusive rights to intellectual property objects on the Internet” examines international legal provisions on suppression of unfair competition, as well as national legal approaches to suppressing unfair competition, unfair and unreliable advertising, illegal use of personal data, which is an act of unfair competition, as well as the relationship between legislation on suppression of unfair competition and legislation on the protection of intellectual property (Russian Federation, EU, Germany, UK, USA, PRC). The author, as a solution to the problems posed, proposes the development of existing provisions (Article 10-bis of the Paris Convention) and the harmonization of new legal norms at the international legal level, which would establish “markers” of unfair competition, including the use of intellectual property, unfair and inaccurate advertising on the Internet.

The article by A.A. Kartskhia “The formation of digital health care» is extremely relevant in the national and international aspects as a new field of medicine and a new area of ​​legal regulation. The research uses a structural-logical approach in assessing the current legislation, taking into account the comparative legal analysis of national and international rule-making in the field of digital health. The author comes to the conclusion about the exceptional importance of digital healthcare in modern conditions, which requires the development of special legislation in this area, the definition of the legal conceptual apparatus and structural content.

The volume ends with an article by M.D. Shapsugova “Economy on Demand: Transformation of Self-Employment in the Digital Environment”, which is dedicated to the changes in the world of work associated with the processes of large-scale digitalization. The purpose of this article is to identify the main trends affecting the digital transformation of labor into self-employment. To achieve this goal, several research tasks were completed: the concept of an on-demand economy was defined, its main directions influencing the digital transformation at the junction of hired labor and entrepreneurship were identified, the sphere of self-employment as a result of the digital transformation of labor and individual entrepreneurship was identified as a subject of research, and the legal and the technical outline of the digital self-employment environment.
